It's a manga from Japan where every country is represented by a person who personifies that country.
It has a big female following, but it isn't yaoi or anything.
It's also highly amusing and I suggest you try it out (via episodes on youtube or the manga.)
The crazy thing you notice when you're reading Hetalia is that it sneaks into your mind and teaches you history. Every relationship in Hetalia is based on relations at that time period (They skip around) and if it's in modern times, the current relationship.
(There are still plenty of jokes unrelated to history, but it's all-okay.)
Also, everyone is based on stereotypes, so that's amusing. And the english dub has every character with a strong accent, so it's funny to just listen to.
